Support Services Bureau

The Support Services Bureau includes all office personnel, training and recruiting, Animal Control, Budget Office, Communications, Parking Enforcement, Records and Training. 

The Support Services Bureau is directed by Maj. Billy Bradshaw.

Support Services also manages the department fleet; Public Safety has a robust fleet of nearly one hundred police and fire specialty vehicles/apparatus at an approximate value of five million dollars.

Support Services is responsible for the recruitment and hiring of all Public Safety personnel to include Public Safety Officers, Fire Engineers, Telecommunicators, etc..

Supports Services is responsible for the logistics needs of the department as well as oversight of real property to include Public Safety Headquarters and three fire stations.


Animal Control


Animal Control

Morganton Department of Public employs two full-time Animal Control Officers, their duties include:

  • Patrol the City to enforce animal control laws and ordinances
  • Investigate complaints and testify in court
  • Pick-up stray animals
  • Set traps and cages to collect animals
  • Take apprehended animals to shelter for containment and/or quarantine if needed.
  • Investigate reports of animal bites and enforce laws requiring confinement of animals for observation
  • Investigate cases of cruelty to animals, recommend appropriate action; takes wounded animals to the County shelter for care

Animal Control works closely with other animal service agencies such as the Burke County Sheriff's Office Animal Shelter and Burke Friends for Animals (Humane Society of Burke County). Stray dogs and cats are taken to the County Animal Shelter and they can be reached at 438-5465.

Communications Center

The Communications Center is staffed with eight full-time Telecommunicators assigned to four road platoons.

A comprehensive upgrade of all communications technology was completed in 2007 providing our personnel with state-of-the-art equipment to better serve the department, in-turn assuring the best communications we can provide to the citizens of Morganton.

In an effort to have a more efficient flow of information in regards to dispatching, our Computer Aided Dispatch (CAD) is interoperable with the communications centers of Burke County Emergency Operations Center, Burke County Sheriff's Office, and Valdese Police Department. This interoperability allows for seamless transfer of dispatch data from one agency to another to provide real-time information which is crucial in deploying personnel and resources to calls-for-service.

Parking Enforcement

Since 1953, the City of Morganton has provided Parking Enforcement for the downtown area. In times past, five-cent, ten-cent, and twenty five-cent meters were used. Today, state-of-the-art technology, such as a digital hand-held ticketer, assists the Parking Enforcement Specialist to efficiently and accurately manage violations and fines.

Parking Enforcement is responsible for the following duties:

  • Patrol downtown area for parking, handicapped and loading zone violations multiple times throughout the business day
  • Issue tickets to vehicle owners found in violation of time limits allowed in ordinances
  • Collect money from fine boxes; prepares final notice and past due parking notices, issue civil citations for parking
  • Provides information and assistance to the public

Morganton Downtown Parking Map



The Records Division is located inside Public Safety Headquarters at 304 S. College Street. The Records staff is responsible for entry of all warrants, subpoenas, police reports, accidents reports, etc., into our Records Management System as prescribed by North Carolina public records law. They assist citizens with retrieving reports upon request. Furthermore, our Records staff receives fees/fines for the following; violations of city ordinances issue by our Public Safety Officers, parking fines, permits to include parking, parade, burning, etc., as well as assists citizens with other tasks as needed.

The Records Division is the point of contact for fingerprinting requests for the department and receives payment for this service as well as assist with any paperwork completion. Fingerprinting is available Monday through Friday between the hours of 9:00-11:00 and 1:00-4:00, the cost is $10.00 and you must present a valid ID.

Selection Process

Applicants must:

  • Be at least 20 years old
  • Be a United States citizen
  • Be a high-school graduate or have passed the G.E.D. indicating a high school equivalency
  • Be of good moral character as verified by a background investigation
  • Have a good credit history

Applicants must complete the following selection process:

  • Polygraph examination
  • Physical agility test
  • Oral board review
  • Medical examination. Applicants must be examined and certified by a licensed physician to meet physical requirements as established by the North Carolina Criminal Justice Education and Training Standards Commission and OSHA requirements.
  • Drug test. Applicants must submit to a drug test as established by the City of Morganton.
  • Psychological examination
  • Interview with the Chief of Public Safety
  • Other qualifications as established by the State of North Carolina
