Regular Meetings
The Morganton City Council holds its regular meeting on the first Monday of each month at 6 p.m. in the City Council Chambers at 305 East Union Street, Suite A100.
City Council meetings are open to the public, interpreted for the hearing impaired and televised live on Channel 2 on CoMPAS Cable TV.
The agenda for each monthly meeting is posted on this web site shortly before the meeting date. Following the meeting, a draft agenda is also posted to the web site.
At City Council meetings, the City's business is conducted and the laws of Morganton are enacted. Ordinances take effect upon their adoption when approved by a majority of the Council. Council members receive the agenda for each council meeting, together with background material on Thursday preceding the scheduled meeting. This gives the council an opportunity to study each item on the agenda prior to the meeting and to consult with the City Manager or City staff members. If no additional pertinent facts are presented at the meeting, items are often acted upon without further discussion, particularly in routine matters. This procedure helps the council meetings to move expeditiously.
Informal Work Sessions or Committee Meetings
Occasionally the council schedules a work session or committee meeting. These meetings are to discuss matters requiring more in-depth explanation or study. Recommendations are not enacted upon or made final until accepted by the entire City Council in a regular meeting. These meetings are open to the public. From time to time at the City Council's annual workshop, action is taken on items if all members of the City Council are present.
Public Hearings
Prior to the enactment of some ordinances or resolutions, the law requires that the City Council conduct a public hearing in order that the public may have an opportunity to be heard. The most common of these involve zoning ordinance changes. Most public meetings are conducted in the general course of the regular monthly meeting.
